It is unlawful to deposit or cause to be deposited in any parking meter or pay-and-display station any defaced or bent coin, or any slug, device or metallic substitute for a coin of the United States, or to otherwise use any card or other device in a parking meter or pay-and-display station having alternative payment capability in lieu of a card or device lawful and appropriate to an alternative payment process at such parking meter or pay-and-display station, for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter.
