One bulletin board, not to exceed twenty (20) square feet in area, shall be permitted in any district. Such bulletin board shall be located on the site of the community facility or institution, shall be located not closer than five feet to any property line adjoining a street and no portion thereof shall be higher than six feet above existing grade.
