A sign that has any actual or apparent moving, revolving or rotating parts actuated by electric, electronic, kinetic or mechanical devices or by wind currents including, but not limited to, banners, pennants, flags, balloons, signs that are constructed of or faced with any highly reflective material, signs that change or appear to change color, and signs where the intensity of lighting changes or appears to change, but not including time or temperature recording devices.
