The commission shall prepare and maintain bylaws for the community action agency. These bylaws and amendments thereto shall be consistent with City, state and federal policies governing community action agencies. A copy of the commission’s bylaws and all amendments thereto shall be distributed to the Berkeley City Clerk for public record purposes and shall be made available for public inspection.
