A. Elections for representatives of the poor shall be held biennially in the month of November in the even numbered years, commencing in November, 1988. Said election shall be in accordance with procedures as may be adopted by the City Council.

B. Elections for representatives of the poor shall not be held on the day of general elections.

C. If there are no qualified candidates in a district, the remaining representatives of the poor, acting alone, shall select a person to fill the vacancy until the next election, at which time the vacancy shall appear on the ballot to fill any existing and remaining unexpired term. The name of the selected representative shall be submitted to the City Council for confirmation. Qualification for candidacy for representatives of the poor shall be in accordance with federal and state guidelines, and include residency within the district from which the representative is elected or selected.

D. For the 1988 election only, in each of the districts the candidate receiving the highest number of votes will serve four years terms, and the candidate receiving the second highest number of votes will serve two year terms. The person receiving the third and fourth highest number of votes in each district will serve as two alternates, serving terms of four and two years, respectively.

E. For the 1990 election the seats of the representatives of the poor elected in 1988 for two year terms will be up for election, the representatives then elected to serve for four year terms; for the 1992 election the seats of the representatives of the poor elected in 1988 for four year terms will be up for election, the representatives then elected to serve for four year terms. In subsequent elections, this staggering of terms provides that the term of service shall be four years, that the election of the representatives shall be staggered, and that three of the six total representatives (and one of each district’s two representatives) will be elected at alternate elections every two years.

F. For all elections beginning with 1990, the persons receiving the highest number of votes in each district will serve as that district’s representative, and the person receiving the second highest number of votes as that district’s alternate, both serving in such respective capacities for four year terms. An alternate will serve only in the absence of the principal and shall have full voting rights when serving in such capacity. (Ord. 6011-NS § 8, 1990)
