A permanent freestanding ground sign directly supported by a pole or poles with air space between the poles, except that a sign with a base on grade whose height is at least fifteen (15) percent of the total sign height and in which no greater than ten (10) percent of the total height of the sign is open air space shall not be considered a pole sign.
