The elevation of the ground at any point within a three-foot radius of the base of the sign as shown on the required survey submitted in conjunction with an application for a permit required pursuant to this title excluding any filling, berming, mounding, or excavating solely for the purpose of locating the sign. In the case of a sign that is within five feet of a public sidewalk, alley, or other public way, the grade shall be the elevation of the sidewalk, alley, or public way. (Ord. 7120-NS § 5 (part), 2009)
