The Director of Finance shall be ex officio assessor, collector and treasurer. The Director of Finance, as assessor, shall perform such duties as are prescribed by the Charter and ordinances of the City and the laws of the state for an assessor in a City where the assessment of real and personal property is being performed for the City by the county; as collector, shall be responsible for the collection of all taxes and licenses levied by the City and shall keep appropriate records showing all moneys collected and accounts, which records shall be properly indexed and shall be open at all times to public inspection; as treasurer, the Director of Finance shall receive and safely keep all revenues in accordance with the Charter and ordinances of the City and the laws of the state and shall make such statements showing receipts and disbursements as may be required by the Auditor.
