It is unlawful for any person to partake of any spirituous, malt, vinous or alcoholic liquors or other alcoholic beverages, in any place open or accessible to the general public, which is not licensed to permit such consumption on such premises, or for the owner, manager or person in charge of such premises to permit such consumption.
