It is unlawful for any person to use for sleeping purposes or to permit the use for sleeping purposes in any hotel, apartment house or dwelling of any kitchen or other room in which food is cooked or prepared or is designed for that purpose, unless such kitchen or other room meets or is altered to meet City housing, building, health and sanitation requirements.
