It is unlawful for any person to cook or prepare food, through the use of hot plates or otherwise, or to permit the cooking or preparation of food, through the use of hot plates or otherwise, in any hotel, apartment house or dwelling except in a kitchen or other room designed for that purpose or which meets or is altered to meet City ordinance requirements governing sanitation and the installation of cooking facilities.
