No person shall perform, carry on, conduct or engage in the operation of any bakery, confectionery, food market, food processing establishment, meat market, meat and food market, public swimming pool, restaurant or vehicle without an annual City health and sanitation permit and payment of the health and sanitation permit fee set forth in Section 12.04.030.
