It is unlawful for any person who has any horse or mule under their control or in their charge in the City to allow any such horse or mule to be, or to remain standing, upon any of the streets, avenues, alleys or public grounds of the City unless such animal is under the personal control of some person of a suitable age, or unless such animal is securely hitched or fastened to a post or pole, or by weight of not less than seven pounds, or by a rope or other line attached to a ring in the sidewalk, and not in violation of Section 10.12.110; provided, however, any such animal may be securely checked by rein or line attached by a ring to a hook firmly fastened to the seat of the vehicle drawn by such animal, and by having at the same time a good and sufficient brake attached to such vehicle and firmly set.
