It is unlawful, except as otherwise herein provided, for any person, firm or corporation to keep any live hog or hogs, except hogs kept for scientific experimental purposes, at any place within one thousand feet from any dwelling house in the City occupied by human beings. The City Council may authorize, for the purpose of scientific experimentation, the keeping of live hogs in the City within any proper building or place subject to such terms, conditions and regulations as the council may impose.
