The owner of any animal impounded shall have the right to reclaim the same at any time prior to the sale thereof, upon payment to the poundmaster of the charges provided in Section 10.08.060 of this chapter for impounding and keeping said animal, or, if sold, to receive the proceeds of the sale thereof, less the charges aforesaid mentioned, within thirty days after said sale, upon satisfactory proof of their ownership; provided, that in order to reclaim an unlicensed dog, the owner shall first obtain a license and shall present the same to the poundmaster for inspection.
