Every application made to the council for a franchise mentioned in this chapter shall, before any action is taken thereon, be referred by the council to the City Manager for their recommendation and report. If, in the judgment of the City Manager, the franchise applied for should not be granted, they shall so report stating the reasons therefor; and if, in their judgment, such franchise should be granted, they shall recommend the terms and conditions upon which the same should be granted.
