If, on or after January 1, 1980, the rent for a rental unit covered by this chapter is increased by more than five percent on an annual basis above the maximum allowable rent determined according to this chapter for the calendar year 1979, the notice to the renter of this increase shall contain a clear and detailed financial statement which documents the reasons for such an increase.
