Within fifteen days after the adoption of the ordinance codified in this chapter, but in no event later than the date on which rent is next due and payable after adoption of the ordinance codified in this chapter, the owner shall provide the renter of each rental unit covered by this chapter with a written notice of the rent in effect until December 31, 1978, as determined by Section 7.44.060.
