Whenever any member who shall receive a pension from the fund shall wilfully disobey the requirements and orders of the board; be convicted of a felony or crime involving moral turpitude; become an habitual drunkard or narcotic addict; become a nonresident of the state without permission of the board where such permission is required by Section 4.28.250; then the board may, after notice and hearing, order that the pension payments to them shall immediately terminate; provided, however, that the board in its discretion may order the pension to be paid to such dependents of said person, if there be any, in the order of succession as set forth in Section 4.28.150 of this chapter.
