All persons regularly appointed to service in the Police or Fire Departments of the City on and after July 1, 1957, other than those excluded by the definition of member or member of the Police or Fire Department in Section 4.28.010D hereof, shall become members of the pension system created by this chapter upon filing with the City Auditor a written authorization to make salary deductions for the payment of required contributions to the fund.
