No member of the Police Department shall be entitled to retire and receive a pension under the provisions of Section 4.24.070 within one year from April 6, 1939; provided, however, the board, upon written application therefor, may order the retirement and the payment of the pension under the provisions of said Section 4.24.070 if the board deems such retirement and pension to be for the good of the service.
