The board shall hold regular meetings quarterly in the first week of January, April, July and October of each year, at such time and place within the City as shall be designated by the chairperson of the board, and in addition thereto shall hold special meetings upon the call of the chairperson, or the call of the majority of the members of the board in the absence of the chairperson, as the affairs of the board may require.
