The Assistant City Manager for Planning and Community Development, prior to completion of the initial list of structures, sites and areas, shall have the authority to recommend to the City Council suspension of permit application for a maximum of one hundred eighty days, if in the judgment of the Assistant City Manager for Planning and Community Development, an emergency is deemed to exist and a structure, site or area appropriate for landmark status is threatened with imminent destruction or substantial alteration.
