In case of the absence or disability of the City Clerk, the Deputy City Clerk shall perform the duties and exercise the powers of the City Clerk. In case of the absence or disability of both the City Clerk and the Deputy City Clerk, the Deputy City Manager shall appoint an employee as Acting City Clerk who shall perform the duties and exercise the powers of the City Clerk.
