One year after the effective date of this chapter, and every year thereafter, the City Manager shall prepare and submit to the City Council a report detailing the number of complaints received regarding properties alleged to be in violation of this chapter, the number of properties inspected and ordered to abate and the cost to the City of enforcing this chapter.
