Every permit fee which is not paid when due and payable is hereby declared to be delinquent and if such fee is not paid within thirty days from the time it is due and payable, the license collector shall add to such fee and collect a penalty of ten percent of such fee. (Ord. 3847-NS § 3.2, 1961)
