Every daily license which is not paid at the close of the day when the same was due and payable is declared to be delinquent, and the Finance Department shall thereupon add to said license and collect a penalty of ten percent of the license as delinquent. If the license is not paid within ten days from the time such license became due and payable, an additional sum of fifty percent of said license shall be added to the license and collected as a penalty.
