Any candidate or committee whose only requirement to file a campaign statement or report is pursuant to Sections 2.12.270, 2.12.295, or 2.12.297 of this chapter and who files such report or reports after the deadlines imposed in these sections, shall, in addition to any other penalties or remedies established by this chapter, be liable for the penalties enumerated in California Government Code Section 91013, which is incorporated herein.
