All notices which are required to be given under this chapter shall be in writing and shall be given by first class mail to the party for whom intended at the address for such party stated below. However, no such address may be a post office box. It shall be the responsibility of each owner of a newsrack installed in the City limits to give notice of any change of address to the City in accordance with the terms of this section.
