The City Manager or their designated representative shall annually request other governmental and educational agencies having offices within the City of Berkeley to establish local operating procedures in cooperation and compliance with this chapter. In federal, state and special school districts within the City of Berkeley, the City Manager or their designated representative shall urge the enforcement of their existing no smoking prohibitions and request the voluntary compliance with this chapter.
