No person, firm or corporation or association may keep or permit to be kept more than two cows, or two calves, or two steers in the City except in those districts which are designated as industrial use districts by the zoning ordinances of the City, which said districts are now designated as districts of Class VI and VII under the zoning ordinance and amendments thereto. It is the intent of this section to prohibit the keeping of more than a total number of two of all the animals herein designated.

There shall be an area of at least one-quarter of an acre of enclosed or unenclosed land for each cow, calf or steer kept or permitted to be kept within the City; provided, that all such animals kept upon any unenclosed land shall be securely staked.
