It is unlawful for any person to herd, picket, tether, leave, pasture or to allow to run at large any ox, bull, cow, horse, stallion, colt, jack, mule, calf, sheep, goat, hog, duck, goose, chicken or pigeon upon or in any of the public streets, avenues, alleys, lanes, courts, places, squares or other public grounds in the City; provided, that the provisions of this section shall not apply to a horse or any other animal hitched or fastened as provided in Section 10.12.100 hereof, or to any cow, calf or goat fastened to a secure rope, chain or line and led by a person capable of controlling such animal.
