If any person fails or neglects for twelve hours after a notice in writing from the poundmaster or any executive officer of the City to bury any dead animal as provided by ordinance then in such case it shall be the duty of the poundmaster to forthwith bury or burn or otherwise dispose of the same, and the poundmaster shall charge and collect from the owner or possessor of such dead animal the fees hereinbefore provided, which fees it shall be the duty of such owner or possessor of any dead animal to pay.
