It shall be the duty of the poundmaster to take up and impound any ox, bull, cow, horse, stallion, colt, jack, mule, calf, sheep, goat, hog, duck, goose, chicken or pigeon found running or being at large, staked or tied, or being herded or pastured in any public street, avenue, lane, alley, court, place or public grounds in the City; provided, this chapter shall not apply to a horse or any other animal hitched or fastened by a rope, chain or other line not allowing more than four feet of liberty.
