A. The keeping, harboring, maintaining, owning, or possessing of a vicious or dangerous dog in violation of this title is hereby declared to be a public nuisance and to be contrary to the public’s health, welfare and safety, and in addition to the foregoing methods of abatement, may be abated by appropriate proceedings in any court of competent jurisdiction.

B. The owner/guardian or harborer of the dog in question, or any person found to have violated any of the provisions of this section, shall pay all expenses and reimburse the City for all costs incurred in verifying compliance and enforcing the provisions of this section, as well as any costs/expenses relating, but not limited to, the shelter, food, veterinary care, and destruction of such dog.
